David Scott has served as the Deputy City Administrator of Operations since January 5, 2026. This deputy position was authorized by the city council in the 2025-2026 budget to provide increased support to city hall and library operations, and to enable the city administrator to focus on community-wide projects.
David was born in Lincoln, Nebraska and earned a bachelor’s degree in business administration with an emphasis in finance from the University of Nebraska. He also earned an MBA from Purdue University. Previously David worked as a Business Office Manager at Purdue University and a Business Analyst for Nelnet both in Lincoln Nebraska before moving to Bristol Bay Alaska to become the Finance Director for the Bristol Bay Borough. In May of 2017, he relocated back to Nebraska to become the Finance Director for the City of Sidney. After the departure of the previous City Manager in Sidney, the City Council appointed David as the City Manager for the City of Sidney.
David is a current member of (ICMA) International City/County Management Association, (GFOA) Government Finance Officer Organization, (NCMA) Nebraska City/County Manager’s Association and enjoys outdoor sports, such as golf, camping, biking, and fishing.
