City Clerk

Brenda Wheeler currently serves as the City Clerk for the City of Blair. Brenda started with the city in May of 1989 as an Administrative Assistant and was appointed as City Clerk in July 1998 by Mayor Mick Mines. During her tenure with the city, she has supported six different Mayors and two City Administrators. Her biggest accomplishment has been converting all the city’s historical minutes, resolutions, and ordinances as well as other documents into an electronic format. This allows the public to easily access them on the city’s website. Brenda has also been involved in creating and establishing procedures for the building and code enforcement departments, and the human resource department. Most importantly, she views her role as a public servant as a priority, supporting both the citizens of Blair and the general public. 

The City Clerk's office is responsible for managing the official records of the City of Blair. It is the "front office" of our city government. The office serves the Mayor, City Administrator, City Council, and all departments and divisions. The City Clerk is appointed by the Mayor with the consent of a majority of the City council pursuant to Neb. Rev. Stat. 15 to 316 (1995) and Blair City Code Chapter 1, Article 03.

The Nebraska Relay Service allows deaf and hard of hearing people who use a TTY to communicate with hearing telephone users. The NRS communication assistant (CA) or operator relays the information between the two parties. The CA will say what the TTY caller types and types what the hearing caller says. All states now offer statewide telephone relay services. In Nebraska, TTY callers may dial 1-800-833-7352 (TTY) or hearing callers may dial 1-800-833-0920 (VOICE).

The City Clerk is responsible for:

  • Provides policy, technical and administrative support to the Mayor, City Council, and city administration
  • Serves as liaison between citizens, elected officials, and city staff
  • Preparation, execution, and archiving of all City Council documents
  • Recording other official documents
  • Maintains records for the Blair Cemetery
  • Publicizing of legal notices
  • Maintaining boards and commissions appointments
  • Administering licenses and permits
  • Providing Notary Public services
