Phil Green currently serves as the City Administrator for the City of Blair, a role he started in April 2023 upon rejoining the city. Prior to this, he served as Deputy City Administrator for the City of Papillion. Before that, he dedicated 15 years as the Assistant City Administrator for the City of Blair.
Mr. Green holds a Master’s in Public Administration from the University of Nebraska-Omaha. In addition, he possesses several professional certifications and licenses, including the ICMA Credentialed Manager designation.
Responsibilities
It is the City Administrator's job is to make sure the policy decisions made by the City Council are carried out, and that public services are delivered efficiently, effectively and equitably.
The City Administrator is responsible for:
- Making recommendations to the City Council, which the council may accept, reject, or modify
- Enforcing the Municipal Code and policies enacted by the City Council
- Making budget recommendations to the City Council
- Overseeing all city departments and directors / supervisors who are responsible for more than 50 employees
