CJ Heaton has served as the Deputy City Administrator of Public Works for the City of Blair, Nebraska, since October 2025, when his position was expanded from Director of Public Works, which he held since January 2024.
CJ has been involved with the City of Blair since 2009, starting in the Parks Department, becoming the Assistant Superintendent in 2016, and working in Code Enforcement in 2021. CJ served as the City Administrator in Yutan for 2022 and 2023 before returning to Blair in early 2024.
CJ holds a Master's in Public Administration from the University of Nebraska at Omaha. CJ is a current member of the (ICMA) International City/County Management Association, (NCMA) Nebraska City Managers' Association, and a member of the Leadership ICMA 2025 Cohort. CJ lives in Elkhorn with his wife Jessica and three kids. They spend their downtime traveling and hiking.
