The City of Blair is excited to announce that it is transitioning to a new, improved online billing and payment service. This change offers a more user-friendly experience with an easy-to-use online portal where you will be able to continue to:

  • View and pay your utility bill any time. You can also apply for and pay for building permits and zoning permits.
  • Access your account 24/7 to manage your account, view usage and payment history, change payment methods, track multiple accounts, and submit utility service requests. 
  • Enroll in AutoPay with a credit or debit card (2.95% Fee +.50/per transaction) or E-Check (Fee paid by the City of Blair) to avoid late or missed payments. 
  • You will be able to set up Free ACH through City Hall, and NO FEES will be assessed to you or the City of Blair. (Please consider this option to save everyone the fees) Your Utility billing will automatically be deducted from your checking or savings account on the 9th of each month. If the 9th falls on Saturday or Sunday, the deduction will take place the previous Friday).
  • Get emails or texts from us when your bill is ready, when payment is scheduled, and receive other important messages and notifications from Blair Utilities.

You will be required to update your preferences and also have the ability to set up new Autopay information which will include paying with your credit/debit card or direct pay out of your bank account/e-check (fees may apply to you or the City of Blair - see above) 

If you would like to sign up for Free ACH from your checking or savings account at NO CHARGE to you or the City of Blair you will need to complete a form from City Hall. We can email you the form (send a request to water@blairne.gov) or you can stop by City Hall. Once you fill out the form, return it, along with a voided check, in person or drop off in the drop box outside City Hall. 

You are also encouraged to receive electronic bills only. This option must be selected in the account setting. You will then receive notice of new bills through email or text messages. Starting with February 2026 bill, anyone receiving a paper bill will be charged an additional $5.00 monthly.

City staff is always available to assist with any questions during this transition period or help in transitioning to the new system by stopping by City Hall between 08:00 AM and 4:30 PM, Monday through Friday or by emailing water@blairne.gov .
